3133: Activity instance 'FULFILL_LINE' is not a notified activity for item

This error occur , if workflow is processing FULFILL_LINE activity for order line , but that activity is either

• COMPLETE
• ERROR out 
•  and any other Status but not NOTIFIED.

 Solution to this is

 Correct the line back to NOTIFIED status if possible , other wise try to bypass it.
